for Extension/Change of Nonimmigrant Status for the

Beginning October 30, 2006, local USCIS offices will
forward any new filings for Form I-539, Application to
Extend/Change Nonimmigrant Status, for F-1 and M-1
student reinstatement, to the California Service Center
or the Vermont Service Center, depending on where the
student is engaged in academic or vocational study.

USCIS Announces Extension of Returning Worker Exemption
to the H-2B Numerical Limitation (39KB PDF)
U.S. Citizenship and Immigration Services (USCIS)
announced today that the “returning worker” exemption to
the H-2B numerical limitation has been extended by the
National Defense Authorization Act for Fiscal Year 2007
(H.R. 5122), section 1074, which was signed by President
Bush on Oct. 17, 2006. The one year extension of the
“returning worker” provisions will remain in effect
until September 30, 2007.

USCIS Notifies Clients of Case Transfers for Certain
Cuban Adjustment Act Applications (48KB PDF)
Beginning July 1, 2005, the USCIS National Benefits
Center (NBC) transferred certain Cuban Adjustment Act (CAA)
Applications (Form I-485, Application to Register
Permanent Residence or Adjust Status), that do not
require an interview to the California Service Center
(CSC) for processing. CAA Applicants will receive a
transfer notice from the TSC.

USCIS Reminds Applicants to Apply for Travel Documents
for Holiday Travel Abroad Before the End of October (30KB

U.S. Citizenship and Immigration Service (USCIS)
anticipates an unusually high volume of requests for
advance parole and other travel documents this winter,
given the occurrence of three major religious
observances - Christmas, Hanukkah, and Hajj during the
month of December. USCIS urges applicants needing a
travel document (Reentry Permit, Refugee Travel
Document, or Advance Parole) to file Form I-131,
Application for Travel Document, before the end of
October 2006.

adjustment of status to that of lawful permanent
