GSA Contract # GS-10F-0197P
Simplified Acquisition Procedure Formerly called Small
Purchase Procedures, the old small business threshold of $25,000 has been
increased to $100,000. All purchases between $2,500 and $100,000 are reserved
exclusively for small businesses provided that the Contracting Officer expects
to obtain offers from at least two small businesses. Essentially,
this means that the purchasing official or Contracting Officer can simply obtain
two quotes from qualified businesses and award to the lowest, qualified bidder
with a demonstrated history of successful past performance, with either the
Federal government or commercial clients. Micro-Purchases Purchases
under $2,500, can be made at the sole discretion of the Contracting Officer or
purchasing official to either large or small businesses with no competition. When
orders are placed against a GSA Multiple Award Schedule (MAS) contract, they are
considered to be issued using full and
open competition. Ordering offices need not:
By placing an order against a GSA Schedule contract, the ordering office has concluded that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the government's needs. Federal Acquisition Regulation (FAR) 8.4; FAR 6.102(d)(3). |
